(a)
whether the Government has takenany initiatives to boost the skilldevelopment
in textile industry;
(b)
if so, the details thereof;
(c)
whether the Government hasinitiated any Inter-Ministry collaborationsfor the
same;
(d)
if so, the details thereof;
(e)
whether the Government plans tosubsume any existing schemes under therecently
launched 'Skill India' initiative; and
(f)
if so, the details thereof?

(a)&(b): With a view to address the skilled manpower
needs of the textile & related industry Ministry of Textiles is
implementing Integrated Skill Development Scheme to train 15 lakh persons
during 12th Five Year Plan. The scheme is being implemented through following
three Components:
(i) Component-I: Institutions under the Ministry of
Textiles
(ii) Component-II: Industry partners in Public Private
Partnership (PPP) mode
(iii) Component-III: State Government agencies/institutions
Under the Scheme Government provides
assistance up to 75% of the total project cost subject to a ceiling limit of
Rs. 10,000/- per trainee. The procedure for implementation of the Scheme has
been revised to meet the requirement of industry by imparting training
programmes in demand driven courses for making a non-worker to a worker to earn
a wage employment.
(c)&(d): The implementation of ISDS is supervised and
monitored by an inter-ministerial committee chaired by Secretary (Textiles).
Composition of the Empowered Committee is annexed which has representatives of
Director General of Employment & Training, Ministry of Skill Development
& Entrepreneurship etc. In its last meeting, scheme guideline were revised
to enable focus on basic entry level training and greater partnership with
industry.
(e)&(f): ISDS was launched in 2010 and Ministry is
constantly collaborating with the “Skill India Initiative” to enhance the
common objectives of Skill India in the textile sector.
