Will the Minister of TEXTILESवस्त्र मंत्री

pleased to state:
(a)
the details of schemes under whichthe
textile workers are provided theinsurance in the country including thecoverage
and premium of insuranceschemes;
(b)
the number of textile workers in
thecountry covered by different kinds ofinsurance during each of the last three
yearsand the current year, State/UT-wise;
(c)
whether such schemes are
regularlyevaluated by the Government; and
(d)
if so, the details thereof along
withthe action taken thereon?

(a) to (d): A
statement is laid
on the Table
of the House.
Statement in reply to Lok Sabha Starred
Question No. *361 for answer on 13.08.2015 regarding ‘Textile Workers’ by Shri Dinesh Trivedi.
(a): The following
schemes are implemented to provide insurance coverage to textile
workers/weavers:
i)
The Mahatma Gandhi Bunkar Bima
Yojana which provides insurance cover to handloom weavers in the case of
natural/accidental death and for total/partial disability as well as
scholarship to their children. The total premium is Rs. 470 /- of which the
worker / weaver has to contribute only Rs. 80 /- premium.
ii)
The Health Insurance Scheme to
provide access to health facilities for handloom weavers which was implemented
upto 30th September 2014 and thereafter implemented on the Rajiv
Gandhi Swasthya Bima Yojana platform. The premium is borne by Central and State
Governments. The works / weaver’s contribution is Rs. 30 /- premium.
iii)
TheRajiv Gandhi Shilpi Swasthya
Bima Yojana to provide access to health care facilities to handicrafts artisans
which was implemented upto the year 2012-13. The premium is borne by Central and State Governments. The works /
weaver’s contribution is Rs. 30 /- premium.
iv)
The Aam Admi Bima Yojana for
handicrafts artisans to provide life insurance cover to handicrafts artisans as
well as scholarship to their children. The total premium is Rs. 470 /- of which
the worker / weaver has to contribute only Rs. 80 /- premium.
v)
The Group Insurance Scheme for
powerloom weavers/workers implemented in association with the Life Insurance
Corporation providing coverage for all natural/accidental death as well as
permanent/partial disability due to accident as well as scholarship to their
children. The total premium is Rs.470 /- of which the worker / weaver has to
contribute only Rs.80 /- premium.
vi)
Sheep breeders insurance scheme
which provides life insurance to sheep breeders as well as scholarship to their
children. The breeder contributes Rs. 80 /- to the annual premium.
vii)
Health insurance scheme for
sericulture farmers was implemented upto 2013-14.
(b): The number of textile workers/weavers
covered under the above insurance schemes during the last three years and
current year are given in Annexure.
(c & d):Yes, Madam.
Evaluation of the schemes is done from time to time by independent
evaluation agencies as well as through the governmental mechanism and
appropriate remedial measures are taken
accordingly. This is a continuing
process.
