pleased to state:
(a)
the objectives of the
IntegratedProcessing Development Scheme (IPDS)including its scope, funding
pattern and themodalities to release funds for the projects;
(b)
whether the Government hasreceived any
proposals from various Statesfor the upgradation of textile processingunits and
setting up of new processing unitsunder IPDS;
(c)
if so, the details of proposals
receivedby the Government during the last threeyears and the current year,
State-wiseespecially from Uttar Pradesh; and
(d)
the action taken by the Governmenton
each of the said proposals?

REFERRED TO IN REPLY TO PARTS (a) to (d) OF THE LOK SABHA STARRED QUESTION NO.

(a) to (d) Integrated
Processing Development Scheme (IPDS) with an outlay of Rs.500 crore was started
in 12th Five Year Plan with an objective to facilitate the textile industry
to meet the required environmental standards by adopting modern technology. The scheme is to be implemented in Public
private Partnership (PPP) mode by Special Purpose Vehicle which will be
corporate body registered under Companies Act. The funding pattern of the
scheme envisages sharing of funds by GOI, State Government, and SPV in the
ratio of 50:25:25 respectively. The GOI grant shall be released in 3 installments
of 50:30:20. The Government of India support is limited to 50% of the project
cost, with a ceiling of Rs.75 crores for projects with Zero Liquid Discharge
(ZLD) and Rs.10 crores for projects with conventional treatment systems. In case of marine discharge project, maximum
assistance can be given up to Rs. 75 crore on case to case basis. The Ministry of Textiles has published
selection criteria for the
proposals on its website and also written
separate letters to all the State
governments to forward suitable proposals along with
their commitment to meet 25% of the project cost and approval of State Pollution Control Board
(PCB) for selection of appropriate technology which are pre
requisites for consideration of the project. Eleven proposals from Rajasthan, Tamil Nadu, Punjab, and Gujarat have been
received so far. Only one proposal which is complete in all respects for
up-gradation of 18 MLD CETP into Zero Liquid Discharge (ZLD) for Balotra in
Rajasthan has been received and approved by the Ministry. No proposal has been
received from State of Uttar Pradesh.
